- (Preferred) Companies with at least one employee capable of business-level Japanese conversation
- Exclusion: Companies not meeting the above criteria
- Exclusion: Publicly listed companies as of the announcement date
- Exclusion: Entities under regulation for defaulting on debts to financial institutions
- Exclusion: Entities under regulation for tax arrears (national or local)
- Exclusion: Companies currently suspended or closed as of the application date
- Exclusion: Companies operating in industries restricted by Article 4 of the Enforcement Decree of the Small and Medium Business Start-up Support Act
- Exclusion: No duplicate support for previous beneficiaries
