- Companies with unauthorized buildings or those newly constructing/expanding/relocating factories are excluded
- Companies that received support in the last 5 years (2022-2026) are excluded
- Companies with tax arrears (national/local taxes) are excluded
- Illegal structures, unlicensed factories, and temporary structures are ineligible
