- SMEs located in the 17 participating cities/counties (including Dongbu region: Gwangju, Yangpyeong, Yeoju, Yongin) as of the application date
- Companies engaged in manufacturing
- For product design, only factory-registered companies are eligible (Exception: Small businesses with a business area under 500㎡ and fewer than 50 employees, where the building use is classified as a factory or manufacturing facility within neighborhood living facilities per the Building Act)
- Companies residing in incubation centers, venture complexes, or Gyeonggi Startup Venture Centers may be recognized as having factory registration
- No outstanding tax arrears
- Not in a state of complete capital erosion (for 2 years or more)
- No issues found in corporate credit investigation
- Project must not have received government grants or support from other programs
- Must not have received support from the previous year's Design Development Support Program
- Must not participate in other similar provincial projects in the current year
